Here is what we are facing in Nebraska this year:
LB 299: Would allow horse tracks to trade days with other tracks. By law the 5 tracks must race 72 days a year, total. They really don't care about horse racing, it is a burden to them and they want to concentrate on the simulcast machines. Although the tracks are going down hill fast they want to keep the 5 licenses in the event they get the law changed to allow slots, and they will all then become casinos. (We spoke against allowing this!)
LB 490: This would allow keno to move more quickly from a game every five minutes to every one minute: more play, more addiction, more money for the owners. Also, keno play would be converted to “keno machines” (another name for a slot machine). If keno slots are approved, that opens the door for unlimited slots throughout the state. (We strongly testified against this!)
LB 681: This takes $2M of keno taxes paid to the state after the first $4M and gives it to the horse tracks. Any amount after $6M gets split 1⁄2 & 1⁄2, State & horses. Nice deal for the horsy’s. (We strongly testified, this is ludicrous; after all, the state is running a deficit!)
